18 sts and 30 rows to 4"/10cm over lace pat st using size 5 (3.75mm) needles.

LACE PATTERN STITCH
(over an even number of sts)
Row 1 (RS) K1, *yo, sl 1 wyib, k1, psso; rep from * to last st, end k1.
Row 2 P1, *yo, sl 1 wyif, p1, psso; rep from * to last st, end p1.
Rep rows 1 and 2 for lace pattern stitch.
1) Eliminating the fringe will use one less ball of yarn than indicated.
2) The lower edge of back or front is first worked with a garter strip that is worked from seam to seam edge. A set of eyelets in this strip form the holes that are used for attaching the fringe. Then sts are picked up along the long edge to work the body of the front and back.
Beg at the side seam edge with size 5 (3.75mm) needles, cast on 9 sts.
Row 1 (RS) Sl 1, take yarn to back and k8.
Rows 2-4 Rep row 1.
*Eyelet row 5 (RS) Sl 1, k1, yo, k2tog, k5.
Next 11 rows Rep row 1.*
Rep (the 12 rows) between *-* 15 (16, 17, 18) times more.
Next row Rep eyelet row 5.
Knit 3 rows.
Bind off, leaving the last st on needle.
There are 17 (18, 19, 20) eyelets.
Counting the st on needle, pick up and k a total of 102 (108, 114, 120) sts in the back loop only of each row along the side of the strip.
Next row (WS) Purl.
Then, work in lace pat st until piece measures 10"/25.5cm from beg.
Next row (RS) Cast on 5 sts, sl 1, k5, *yo, sl 1, k1, psso; rep from * to last st, end k1.
Next row (WS) Cast on 5 sts, sl 1, k5, *yo, sl 1, p1, psso; rep from * to last 6 sts, end k6—112 (118, 124, 130) sts.
Next row (RS) Sl 1, k5, *yo, sl 1, k1, psso; rep from * to last 6 sts, end k6.
Next row (WS) Sl 1, k5, *yo, sl 1, p1, psso; rep from * to last 6 sts, end k6.
Rep the last 2 rows until piece measures 21 1/2 (22, 22, 22 1/2)"/54.5 (56, 56, 57)cm from beg, measured at the center.
Note: To maintain pats while working the bind-offs, if next st is a yo, k this st and if it is a k st, work yo, sl 1.
Bind off 5 (6, 6, 7) sts at beg of next 8 rows—72 (70, 76, 74) sts.
Place st markers to mark the center 40 sts on the last WS row.
Next row (RS) Bind off 6 (6, 7, 6) sts, work to center marked sts, join a 2nd ball of yarn and bind off center 40 sts, work to end.
Next row (WS) Bind off 6 (6, 7, 6) sts, work to end of first side; on 2nd side, bind off 4 sts, work to end.
Next row (RS) Bind off 6 (5, 7, 7) sts; on 2nd side, bind off 4 sts, work to end.
Bind off rem 6 (5, 7, 7) sts.
Work same as back until piece measures 20 1/2 (21, 21, 21 1/2)752 (53, 53, 54.5)cm from beg, measured at the center.
Next row (RS) Work 44 (47, 50, 53) sts, join a 2nd ball of yarn and bind off center 24 sts, work to end. Working both sides at once, bind off 4 sts from each neck edge 3 times, AT THE SAME TIME, when armhole has same number of rows as back to shoulders, shape shoulders by binding off 5 (6, 6, 7) sts from each shoulder edge 4 times, then 6 (6, 7, 6) sts once and 6 (5, 7, 7) sts once.
Sew shoulder and side seams.
With RS facing and circular needle, pick up and k 54 sts from back neck edge, 24 sts from shaped front neck, 24 sts from straight edge of front neck, 24 sts from shaped front neck—126 sts. Join to work in rnds and pm to mark beg of rnds. Purl 3 rnds.
Next rnd [K7, k2tog] 14 times—112 sts. Knit 6 rnds. Bind off.
For each fringe, cut twelve 20751 cm lengths of yarn. Fold in half and pull through one eyelet hole (from the WS to the RS) and knot at front.
After placing one fringe in each eyelet hole, divide in half and double knot again with adjacent fringe.
